Cansarp Kaya is a PhD student at the Center for Comparative and International Studies since October 2013. He holds a Bachelor's Degree in Management from Bogazici University in Istanbul, Turkey, and received a Master's Degree in Political Science from the University of Mannheim, Germany in 2013. In his diploma thesis, he investigated the role of the signals sent by the EU member states on the reform process of the candidate states.
He is currently working in a project on compliance with EU rules across different policy areas. The project analyses the likelihood of decoupling practical from legal implementation, as well as the differences between Western and CEE states with regard to different forms of compliance. His own research focuses on the role of interest groups in policy implementation. In his dissertation, he studies interest group access, strategies, and influence in the transposition and application stages of the policy process.
